About this opportunity
The Indian Health Service, Navajo Area, Shiprock Service Unit in Shiprock, New Mexico has issued a Special Notice of Intent to restrict competition for service and preventative maintenance on existing Olympus endoscopes. This Notice of Intent, published by the Department of Health and Human Services Indian Health Service on January 7, 2026, signals the agency's intention to negotiate a single-source award with Olympus America Inc. The procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a Small Business Administration size standard of $34.0 million. The agency is soliciting capability statements from vendors who believe they can provide the stated services, though the government retains sole discretion to determine whether to compete the requirement or proceed with a single-source award based on responses received.
The Special Notice outlines a contract for maintenance services on Olympus endoscopes with a projected base period from May 1, 2026 through April 30, 2027, followed by four optional consecutive 12-month periods for a total potential contract duration of five years. The government justifies competition restriction under Federal Acquisition Regulation 12.102, citing that Olympus equipment repairs must be performed by factory-trained technicians using genuine OEM parts, as unauthorized third-party servicing with non-OEM components could compromise device functionality and safety. Interested contractors must submit written capability statements—not verbal responses—no later than 10:00 AM Mountain Standard Time on January 22, 2026 via email to Dallas Begay at Dallas.Begay@ihs.gov. There are no specific eligibility criteria published, though the restriction to OEM-certified service providers effectively limits participation to vendors meeting the manufacturer's technical and certification requirements. The government will use submitted information solely to determine whether to conduct a competition or award the contract as a single-source procurement.
