About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) has published a Notice of Intent to award a single source contract for satellite imagery processing enhancements to the Polar Geospatial Center at the University of Minnesota. This sole source procurement is being conducted under simplified acquisition procedures by NOAA's Northeast Fisheries Science Center (NEFSC) for specialized services related to preprocessing high-resolution satellite imagery. The contract focuses on enhancing whale detection capabilities from space through improvements to an existing system called the pgc_ortho.py script. The notice was posted on August 15, 2025, and represents a firm fixed-price contract opportunity in the custom computer programming services sector. While this is intended as a sole source award, NOAA is providing an opportunity for other potential contractors to demonstrate their capabilities before making a final procurement decision.

The primary objective of this contract is to expand preprocessing capabilities for high-resolution satellite imagery to improve marine mammal detection, specifically whales, as part of the Geospatial Artificial Intelligence for Animals (GA/A) project. Interested contractors must submit capability statements by August 19, 2025, at 4:00 PM Eastern Time, including technical data, cost information, and convincing evidence of their ability to meet requirements. To be considered viable alternatives, contractors must demonstrate knowledge and understanding of the existing pgc_ortho.py system and possess expertise in geospatial data science and marine imagery processing. The work involves expanding the current preprocessing script to support additional satellite sensors like Maxar Legion and enhancing spectral processing capabilities for marine environments. The contract period runs from September 1, 2025, to September 1, 2026, with the goal of maintaining data consistency and research continuity for ongoing marine mammal visualization efforts.
