About this opportunity

The U.S. Army Corps of Engineers, Louisville District issued a Notice of Intent on August 13, 2026 to award a sole-source Firm Fixed Price Purchase Order to Pelican Underground for repair of failing main gate vent pipes using Pipecast Rigid Polymer Pipe Lining System at Rough River Lake, with capability statements due by 0800 ET on August 27, 2026. The procurement is justified under FAR 16.505(b)(2)(i)(G) based on proprietary technology — only one approved installer in the United States owns the exclusive centrifugal head machine capable of applying the polymer pipe lining system uniformly for structural repair of large-diameter piping. The scope includes installation of three service gate vents (base requirement) and one floatwell (optional) with polymer pipe lining. Market research identified no qualified small business contractors for cast-in-place pipe repair. All responsible sources may submit capability statements or quotations; the Government will consider responses solely to determine whether to conduct a competitive requirement, with the final award decision at the Government's discretion. Contact Kelly Duggins at Kelly.S.Duggins@usace.army.mil. NAICS 238990 applies.
