Notice text

PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a one-time, sole source, firm fixed price contract with RDIS, LLC, Address: 6 Buchak Circle, Princeton Junction, NJ 09550, for the purpose of purchasing onsite specific analysis software training customized for the FBI as well as data analysis support, + 3 hours software phone support, + travel costs. The specific characteristics of the custom analysis software package that limits the availability to a sole source is the government purpose nature of the software. RDIS, LLC has a Government Purpose License Agreement (GPLA) that provides them with all the source code, documentation, and data related to this specific software, and allows them to distribute to government partners, support this software platform in any capacity, upgrade or make code corrections. RDIS, LLC also has a Cooperative Research and Development Agreement (CRADA) with the original US Government customer. This CRADA allows RDIS, LLC to fully use the program assets from previously related development efforts to support the US Government. Because RDIS, LLC has a GPLA and CRADA with the software manufacturer and other US Government agencies to support this custom software and provide additional expertise based on previous development efforts for government customers, it is recommended that a sole source contract be issued to RDIS, LLC. No other companies are qualified to provide this level of support for the custom software. RDIS, LLC is the only vendor capable of fulfilling the requirements of the FBI.

This notice will be distributed solely through the U.S. General Services Administration’s beta.SAM.gov website (www.beta.SAM.gov). Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government.

Vendors must be registered in SAM, effective July 29, 2012 to receive government contracts. The FBI uses a financial system that has a direct interface with SAM.
