About this opportunity
The National Oceanic and Atmospheric Administration (NOAA), part of the Department of Commerce, has issued a Notice of Intent for OMEGA Modeling and Risk Assessment Analysis services. NOAA intends to award a single source, firm fixed price contract to ICF Jones & Stokes for the provision of Offshore Mariculture Escapes Genetics Assessment (OMEGA) modeling and risk assessment analysis for aquaculture finfish species. This notice indicates NOAA's intention to proceed with a sole source procurement under FAR 13.106-1(b)(1), meaning the contract will be awarded without competitive bidding. The procurement falls under Environmental Consulting Services and specifically addresses Natural Resources/Conservation-Fisheries Resources Management. The government has determined that ICF Jones & Stokes is uniquely qualified as the original developer of the OMEGA mathematical model used to assess risks from escaped cultured fish.
The primary objective of this procurement is to obtain specialized modeling services that assess genetic risks associated with aquaculture operations, develop streamlined genetic risk assessment methodologies, and support technology transfer of modeling tools to NOAA personnel. Interested vendors must submit capability statements by Friday, July 25, 2025, at 1600 Eastern Time, exclusively via email to the designated point of contact with specific subject line formatting requirements. Submissions must include technical data, cost information, and convincing evidence demonstrating the capability to meet requirements, with file attachments limited to 20 MB total. While this is structured as a sole source procurement, NOAA will consider all capability statements received to determine whether to proceed with competitive procurement or continue with the planned sole source award. The notice emphasizes that responses asking only questions or requesting documentation without demonstrating capability will not be considered valid submissions.
Notice text
The National Oceanic and Atmospheric Administration (NOAA) intends to award a single source, firm fixed price contract as authorized by FAR 13.106-1(b)(1) to ICF Jones & Stokes for the purchase of OMEGA Modeling and Risk Assessment Analysis.
A vendor is sought to provide Offshore Mariculture Escapes Genetics Assessment (OMEGA) modeling and risk assessment analysis for aquaculture finfish species. OMEGA is a mathematical model that is used to assess the risks from escaped cultured fish. It is expected that the vendor provides the OMEGA modeling and risk assessment analysis, develop a new method for streamlining genetic risk assessment tool, and support the technology transfer process of modeling methodologies and tools to personnel.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail, and convincing evidence that clearly demonstrates the capability to meet the requirement. All capability statements received by the due date of this notice will be considered by the Government.
A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.
