About this opportunity

The U.S. Army Corps of Engineers (USACE), Detroit District, has issued a Notice of Intent (NOI) to sole source Rockwell Automation Stratix Network Switches for the 9-Mile Pump Station construction project located in St. Clair Shores, Michigan. The procurement seeks industrial ethernet switches that will serve as integral components of the facility's existing Supervisory Control and Data Acquisition (SCADA) Programmable Logic Controller (PLC) system, connecting both the I/O network and WAN/SCADA network. The Stratix switches are being pursued on a sole source basis under FAR 6.302-1(c)(1) authority because Rockwell Automation is identified as the sole manufacturer of these components. The government will evaluate responses to determine whether to conduct this portion of the procurement competitively, with the final determination remaining at the government's discretion. Interested parties capable of providing a directly compatible equivalent product must submit written responses by February 17, 2026, at 2:00 PM Eastern, including firm name, UEI or CAGE code, point of contact information, and supporting documentation demonstrating direct product compatibility.

This procurement carries no set-aside designation. The required products include Stratix 2500 Lightly Managed Switches and Stratix 5800 Managed Switches, each with standard one-year warranties, though specific quantities are not detailed in the notice. The notice does not disclose an estimated award value or budget range for this portion of the construction contract. Rockwell Automation and its authorized distributors are identified as the potential sources for procurement. The Stratix switches will be purchased and installed by the contractor or subcontractors as part of the broader 9-Mile Pump Station construction effort, and responses must be submitted via email to the identified Contract Specialist and Contracting Officer with the specified subject line.
