About this opportunity

The Drug Enforcement Administration issued a notice of intent on July 6, 2026 to negotiate a sole-source firm fixed purchase order with NIC4, Inc. for continued service of MSAT G2 Satellite Push-to-Talk radios with Satellite Mutual Aid Radio Talk-Group Service (SMART), plus Starlink High-Performance Terminals and additional Starlink Mini Satellite Terminal packages with SMART group service connectivity. The total estimated value is $401,797.40 for the period August 7, 2026 through August 6, 2027.

NIC4 holds proprietary ownership of the SMART talk-group intellectual property and is asserted as the sole vendor capable of providing and managing these designated talk-groups for instantaneous push-to-talk contingency and emergency communication in areas without terrestrial infrastructure. SMART enables one-to-one and one-to-many interoperability among Federal, State, and local law enforcement and emergency responders. Market research including an RFI released on SAM.gov yielded four vendor responses, none of which possessed capability to meet all program office requirements.

Interested vendors may submit a capability statement by July 13, 2026 to robert.j.radke@dea.gov describing their ability to provide the systems and services. The Government reserves discretion whether to conduct a competitive procurement and will use information provided solely for that determination. The procurement is conducted under FAR 13.501 simplified acquisition procedures as a commercial item acquisition not exceeding $7.5 million, with pricing determined per FAR 13.106-3(a)(2).
