About this opportunity

The Federal Bureau of Investigation (FBI) has issued a Special Notice of Intent to negotiate a sole-source, firm-fixed-price contract with Markes International, Inc. for a Micro-Chamber/Thermal Extractor and accessories. The procurement is specifically intended to support the Terrorist Explosive Device Analytical Center's (TEDAC) Improvised Explosives Detection and Synthesis (TIEDS) Center Unit. The notice is being distributed through SAM.gov and invites potential contractors to demonstrate their capabilities in responding to this unique requirement. The contract will be awarded under the authority of FAR 6.302-1, which allows for procurement from only one responsible source when no other supplies or services can satisfy agency requirements. The specific procurement includes five specialized items related to the Micro-Chamber system.

Contractors interested in this opportunity must submit their capabilities via email to Contracting Officer Bryan Lane by June 17th, 2025, at 8:00 AM EST. Responses must include the firm's Unique Entity ID (UEI) number and business size, and provide clear evidence that competition would be advantageous to the government. The FBI emphasizes that participation requires current SAM registration, with accurate and updated information including TIN, EFT, DUNS, UEI, addresses, and contact details. While this is not a competitive solicitation, the agency will consider any submitted responses solely to determine whether a competitive procurement is warranted. No reimbursement will be provided for capability information, and the government retains full discretion in determining whether to proceed with a competitive or sole-source contract. The primary objective is to acquire a Micro-Chamber system compatible with the FBI's existing Unity-xr Thermal Desorption Unit for analyzing explosive materials.
