About this opportunity

The Department of the Air Force Space and Missile Systems Center intends to negotiate a sole-source extension with LinQuest Corporation for Military Satellite Communications (MILSATCOM) Systems Engineering, Integration and Test (MSEIT) support, with a notice-of-intent response deadline of September 23, 2026. The Government has determined that sole-source award under FAR 6.103-1 is justified because transitioning this requirement to another source would result in substantial duplication of cost or unacceptable delays in fulfilling critical systems-engineering capabilities for military communications platforms.

The contemplated action extends the current CPIF contract for an initial 12 months plus four 3-month option periods, totaling a potential 24-month extension if all options are exercised. The requirement anticipates approximately 380 FTEs providing continued SEIT support across MILSATCOM mission areas, including creation and control of system definitions, technical baselines, and end-product development. The extension is intended to maintain continuity of critical SEIT support while the Space and Missile Systems Center completes follow-on acquisition activities. Exercise of any option remains subject to Government requirements, fund availability, and applicable contractual and statutory authority. This determination is subject to consideration of timely responses received as a result of this notice. The acquiring organization is the Space Systems Command (SSC) Military Communications & Position, Navigation, and Timing (MilComm & PNT) Directorate (SSC/CG), operating under NAICS 541330 (Engineering Services) and PSC R707 (Support–Management).

The requirement supports the effectiveness and efficiency of all Military Communications (MilComm or MILSATCOM) systems engineering capabilities, to support the creation and control of system definitions and technical baselines, to support development of end products, and to standardize and streamline engineering processes and products across SSC/CG.

The required effort includes relevant expertise and experience with system- of-systems integration of space, mission control, communications planning, cryptographic key management and service user terminal programs, and associated interfaces. Support includes Directorate and program level configuration and data management, architecture management, risk, opportunity, and issue management, requirements management, verification, validation and test, schedule management, cybersecurity, logistics, and sustainment.
