About this opportunity
The Federal Bureau of Investigation (FBI) has published a Notice of Intent to award a sole-source, firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contract to Illumina, Inc. for Illumina reagents and consumables. The contract will support the FBI Laboratory Division's Biometrics Analysis Section in conducting DNA sequencing operations and developing single-nucleotide polymorphism (SNP) profiles for investigative genetic genealogy investigations. The FBI justified the sole-source procurement under FAR 6.302-1, citing that Illumina maintains exclusive intellectual property rights over its proprietary sequencing chemistry with no third-party substitutes available. This notice serves as the only published notice for this acquisition and will be distributed solely through SAM.gov. The applicable NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing), and the PSC code is 6640 (Laboratory Equipment and Supplies).
Despite the sole-source nature of this procurement, the FBI is inviting all responsible sources to submit capability statements and proposals by 9:00 AM EST on April 2, 2026, with responses to be sent via email to Contracting Officer Bryan Lane at bvlane@fbi.gov. Interested parties must provide clear and convincing evidence that competition would be advantageous to the government and must include their Unique Entity ID (UEI) number and business size information in their submissions. All contractors must be registered in SAM.gov to be eligible to receive government contracts. The government will evaluate responses solely to determine whether to conduct a competitive procurement, and any determination not to compete will be made based on the strength of evidence provided. The specific 37 patented Illumina products required—including DNA preparation kits, reagent kits, and control materials—are tied directly to the two Illumina sequencing instruments (NextSeq 2000 and MiSeq i100 Plus) that the FBI procured in September 2025.
