About this opportunity
The Federal Bureau of Investigation (FBI) has published a Special Notice regarding its intent to negotiate a sole-source contract with Pembroke Instruments, LLC for one GRAND-EOS Visible and Near-infrared (VNIR) Hyperspectral Imaging (HSI) System. The FBI is seeking this system for its Questioned Documents Unit, as the current system is reaching the end of its useful life.
The purpose of this Special Notice is to provide interested parties an opportunity to demonstrate their capability to meet the FBI's specific technical, performance, and usability requirements for the VNIR HSI system. The FBI intends to negotiate with only Pembroke Instruments, citing their system as the sole product that satisfies the agency's needs. Interested parties must contact the Contracting Officer via email by August 27, 2024 and provide their Unique Entity ID and business size. Any responses must show clear evidence that competition would be advantageous to the government. The FBI will make a determination on whether to conduct a competitive procurement based on the responses received, but anticipates Pembroke Instruments will be the sole awardee.
