About this opportunity
The Department of Commerce Office of the Secretary issued a Notice of Intent to Sole Source a 12-month subscription to the CRU Asset Platform on behalf of the International Trade Administration's Office of Enforcement and Compliance, with written responses due by August 3, 2026. The Government intends to award exclusively to CRU International Ltd. unless responding contractors demonstrate capability to meet all specified requirements, at which point the agency will decide whether to proceed with sole-source award or conduct competitive procurement.
The subscription will provide enterprise-wide unlimited online access to detailed plant-level data on global steel, aluminum, and copper production, including energy costs, labor costs, capacity, facilities, and production information. The platform must feature unique monthly crude steel production data unavailable from other vendors, detailed aluminum smelter and rolling facility cost analysis, on-the-ground intelligence from China and Russia, and comparative analysis tools enabling like-for-like facility comparisons across regions and against U.S. assets. Access to vendor expert analysts globally, Help Desk support with two-business-day error correction, quarterly data reviews, and capability to export to Excel and PowerBI are required. ITA must retain internal redistribution rights for data and derivative analytical products.
The Government determined that no comparable unified, comprehensive, and user-friendly sources exist, a finding supported by four independent industry associations. Performance requires 24/7 online availability with immediate download and analysis capabilities. The contract period runs September 1, 2026 through August 30, 2027. Interested parties should direct written inquiries to Tianna Snowden at tsnowden@doc.gov.
