About this opportunity
The United States Section of the International Boundary and Water Commission (USIBWC) has issued a Notice of Intent regarding their plan to execute a sole source award for GIS renewal services. The agency, located in El Paso, Texas, intends to procure annual GIS renewal services from Environmental Systems Research Institute, Inc. (ESRI) using simplified acquisition procedures under FAR Part 13. This procurement falls under NAICS code 51920 for Web Search Portals and All Other Information Services and is classified as a total small business set-aside. The notice serves as an informational announcement rather than a formal solicitation, and the agency will not honor telephone requests or consider unsolicited quotations. The procurement is being justified as a sole source award based on ESRI's proprietary software and their status as the industry standard for GIS applications.
The primary purpose of this notice is to inform industry contractors of the government's intent to renew GIS program support through ESRI's web portals, with responses due by August 20, 2025. Contractors interested in challenging the sole source approach must provide clear, compelling, and convincing evidence that competition would be advantageous to the government. The small business size standard for this sector is set at 1000 employees, making it accessible to appropriately sized contractors. The USIBWC has justified the sole source procurement by citing ESRI's proprietary technology and the impracticality of changing systems due to existing infrastructure investments. No solicitation document is currently available, and the agency emphasizes that this notice is strictly for informational purposes to help determine whether competitive procurement should be pursued. Any responses received will be evaluated solely to assess the potential benefits of conducting a competitive procurement process.
