About this opportunity
The U.S. Army Corps of Engineers Louisville District has issued a Special Notice regarding an upcoming solicitation for the construction of the Fort Stewart-Hunter Army Airfield Microgrid project. This notice is not a competitive solicitation but rather an advance notification of the agency's intent to include sole-source requirements for specific equipment in the future construction contract. The USACE plans to require Schweitzer Engineering Laboratories (SEL) protective relays as a sole-source brand requirement, citing compatibility needs with the current installation network and electrical utility requirements. The notice serves as an opportunity for potential contractors to demonstrate their capability to meet these specific technical requirements before the formal solicitation is released.
The primary purpose of this Special Notice is to allow interested parties to submit capability statements if they believe they can provide equivalent solutions to the sole-source SEL protective relays requirement. Contractors must submit detailed written capability statements to Jacob Pridemore at the provided email address no later than 3:00 PM Eastern Time on September 5, 2025. All submissions must contain sufficient technical detail to enable USACE to evaluate whether the interested party can perform the described requirements. The agency emphasizes that all responsible sources may submit capability statements, which will be considered during the evaluation process. This advance notice provides contractors approximately two weeks to prepare and submit their technical capability documentation for potential inclusion in the upcoming microgrid construction solicitation.
