About this opportunity

The Department of Veterans Affairs Network Contracting Office 4 has issued a Notice of Intent for Sole Source procurement to award a contract to Motorola Solutions for police radio system equipment. The VA intends to procure Motorola APX 8000 handheld radios, APX 8500 vehicle radios, APX Consolette dispatch radios, and MCD 5000 deskset systems under the authority of FAR 6.302-1, which allows for sole source awards when only one responsible source can satisfy agency requirements. The procurement is specifically for the VA Pittsburgh Medical Center and involves replacing outdated radio equipment to enable secure communication among federal, state, county, and municipal first responders. The anticipated contract structure is firm fixed-price with no option years, and the procurement falls under NAICS code 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing.

The primary purpose of this procurement is to acquire radio equipment compatible with the proprietary PA StarNet Radio System, which requires specific Motorola equipment and programming for secure law enforcement communications. The notice establishes a response deadline of September 5, 2025, though this serves as notification of intent rather than a solicitation for offers. Due to the sole source nature of the procurement, there are no eligibility criteria for other contractors to participate, as the VA has determined through market research that only Motorola Solutions can provide the required PA-StarNet compatible equipment. The procurement will involve 50 handheld radios with accessories, 10 vehicle radios, 4 dispatch consolettes, and 4 deskset systems to modernize the VA's police communication capabilities and ensure interoperability with other first responder agencies.
