About this opportunity
The Indian Health Service, Navajo Area, Shiprock Service Unit has issued a Special Notice of Intent to restrict competition for ProCare maintenance services related to existing Stryker Neptune 3 Rovers and one Neptune 2 docker at their facility in Shiprock, New Mexico. This notice, published on January 16, 2026, indicates the agency's intention to negotiate a single-source award with Stryker Sales, LLC rather than conducting open competition. The procurement falls under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a $34.0 million small business size standard. The restriction of competition is justified under Federal Acquisition Regulation 12.102, citing Stryker's status as the manufacturer of the existing equipment and exclusive source for original parts and components. This is not a formal request for quotations, and no formal solicitation will be issued in conjunction with this notice.
The objective of this Special Notice is to solicit capability statements from any vendors who believe they can provide the required ProCare services, allowing the government to determine whether to proceed with competition or a single-source award at its sole discretion. The contract performance period spans a base period from March 1, 2026, through February 28, 2027, with four optional consecutive 12-month periods available for a total contract duration of up to five years. Interested vendors must submit written capability statements via email to Dallas.Begay@ihs.gov no later than 10:00 AM Mountain Standard Time on January 31, 2026; verbal responses will not be accepted or considered. While the notice does not explicitly state eligibility restrictions, the government may accept responses from any vendor capable of demonstrating the ability to provide the stated maintenance services. All information submitted will be evaluated solely to determine whether competition is warranted or if the agency should proceed with the single-source award to Stryker.
Notice text
The Indian Health Service, Navajo Area, Shiprock Service Unit in Shiprock, NM intends to restrict competition and negotiate an award with Stryker Sales, LLC (UEI: PJJ1HJS3LQD6) for ProCare services to prevent issues with four (4) existing Stryker Neptune 3 Rovers and one (1) Neptune 2 docker. The projected period of performance is:
Base Period: Approximately 3/01/2026-02/28/2027
Option Period One – Four: Consecutive 12-month periods following Base Period, up to 60-months total or five (5) years.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 811210 – Electronic and Precision Equipment Repair and Maintenance with a Small Business Administration size standard of $34.0 million.
In accordance with RFO 12.102, for acquisitions valued at or below the simplified acquisition threshold, competition will be restricted because Stryker is the manufacturer of the existing mobile medical devices at NNMC and is the exclusive source of original parts and components required to maintain and repair.
This Notice of Intent to Restrict Competition is not a request for quotations and a solicitation will not be issued in conjunction with this Notice of Intent. Any vendor that believes it can provide the stated services may provide a capability statement. Verbal responses are not acceptable and will not be considered. Responses to this notice shall be submitted no later than 10:00 AM (MST) on 1/31/2026 via email to Dallas.Begay@ihs.gov.
A determination by the Government on whether to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competition or proceed with a single-source award.
