About this opportunity
The U.S. Army Corps of Engineers New York District has issued a Notice of Intent for repairs to the Drift Collection Vessel (DCV) Gelberman, specifically focusing on painting work. This special notice indicates the government's intent to solicit a fixed-price contract that will reference specific brand name paint products from manufacturers including Sherwin-Williams, International Paint, Devoe Coatings, and PPG Protective & Marine Coatings. The opportunity is set aside for small businesses and was posted on July 23, 2025, with a due date of August 7, 2025. The notice falls under NAICS code 336611 for Ship Building and Repairing and PSC code J019 for maintenance and repair of ships and small craft. The work involves comprehensive painting specifications with detailed color requirements matching Federal Colorchip numbers according to AMS Standard 595A.
The purpose of this notice is to inform potential contractors about the government's intention to solicit painting work while providing detailed technical specifications for the coating system. The painting requirements encompass six distinct coating stages including base coat primer, anti-corrosive coats, finish coats for areas above and below the waterline, and trim work, with precise dry film thickness measurements ranging from 2-5 mils. Colors must match existing vessel colors using specific Federal Colorchip numbers for different areas such as black for hulls and stacks, deck red for walking surfaces, old ivory for deckhouses, and yellow for safety fittings. Only small businesses are eligible to participate in this set-aside opportunity. Contractors must submit their proposed paint list to the Contracting Officer's Representative for approval prior to beginning work, and the notice emphasizes that while specific brand names are referenced, they serve as examples and do not exclude other equivalent products from consideration.
