About this opportunity

This Special Notice from the United States Agency for International Development in Ghana announces the agency's intent to modify an existing contract with Tetra Tech ARD without full and open competition. The modification would increase the total estimated cost of Contract #72064121C00001 from $17,881,665.36 to $23,881,665.36 without extending the period of performance.

The purpose of the modification is to intensify and expand interventions under the Feed the Future Ghana Fisheries Recovery Activity, which supports efforts to mitigate near-collapse of Ghana's small pelagic fisheries and establish a foundation for their ecological recovery. Interested parties must submit a letter by January 6, 2023 demonstrating their ability to provide equivalent services and rationale for consideration to the contracting officer. This Special Notice does not constitute an award commitment and USAID will not reimburse any costs associated with providing capability information.

Notice text

The United States Agency for International Development in Ghana (USAID/Ghana) intends to modify Tetra Tech ARD Contract #72064121C00001 for the purpose of increasing the Total Estimated Cost (TEC) by up to $6,000,000.00 from the current TEC of $17,881,665.36 to $23,881,665.36 without extending the period of performance. The statutory authority permitting this contract modification without providing full and open competition is AIDAR 706.302-70(b)(5), based on the authority provided by 40 U.S.C. 113(e)(2)), provides an exception to full and open competition when it would impair or otherwise have an adverse effect on programs conducted for the purposes of foreign aid, relief, and rehabilitation.

The prime contractor, Tetra Tech, will continue to mitigate the near-collapse of Ghana’s small pelagic fisheries-sardines, mackerel, and anchovies—and establish a foundation for their ecological recovery. In particular, this cost extension will intensify and expand key interventions which will allow USAID to continue strengthening the marine fisheries sector and improving food security as contemplated under the activity.
