About this opportunity
The U.S. Army Corps of Engineers has issued a Special Notice of Intent for the procurement of a Mircom FlexNet Fire Alarm Control Panel for construction projects at Hanscom Air Force Base in Lincoln, Massachusetts. The notice pertains to two specific construction projects: a new 3,070 square meter Fire Station Headquarters and an Air Passenger Terminal/Distinguished Visitor Lounge and Safety Offices building. The facility will require fire alarm control panels that can provide point-to-point reporting to the central reporting station, specifically utilizing the Mircom FlexNet system. This procurement is being conducted under FAR 6.302-1, which allows for a sole source acquisition based on specific technical requirements. The notice emphasizes the need for fire alarm communicators that are compatible with existing base central station receiving equipment and meet NFPA 72 and UFC 4-021-01 standards.
The primary purpose of this Special Notice is to conduct market research and determine if alternative sources can meet the highly specific technical requirements for the fire alarm control panel system. Contractors interested in responding must submit their information via email to elizabeth.k.glasgow@usace.army.mil within 15 days of the notice's posting, with the subject line "W912WJ25X14R4 - Mircom FlexNet Fire Alarm Control Panel". The government explicitly states that this is not a competitive proposal request but a tool to explore potential alternative manufacturers. Importantly, the government will not compensate respondents for any information provided and retains sole discretion in determining whether to allow alternate system manufacturers. The notice emphasizes that the required fire alarm communicator must be a complete, factory-tested, and ready-for-installation product with hardware and software from the same manufacturer to ensure seamless integration with the existing system at Hanscom Air Force Base.

Notice of Intent for Mircom FlexNet Fire Alarm Control Panel
Under the authority of FAR 6.302-1, the U.S. Army Corps of Engineers intends to require, on a sole source basis, the purchase and installation of Mircom FlexNet Fire Alarm Control Panel for the construction of a Fire Station Headquarters and an Air Passenger Terminal at Hanscom Air Force Base in Lincoln, Massachusetts.
The project consists of the construction of a new 3070 square meter (33,045 square foot) Fire Station Headquarters facility housing Hanscom’s Fire Station and an Air Passenger Terminal/Distinguished Visitor Lounge and Safety Offices building to house an air passenger terminal, distinguished visitor lounge, six safety offices and associated parking.
Fire alarm control panels installed at Hanscom Air Force Base require point-to-point reporting to the central reporting station. The existing Fire Station and Air Passenger facilities use a combination of mass notification and addressable fire alarm system. These systems are required to communicate with the base central station receiving equipment in accordance with NFPA 72 and UFC 4-021-01 requirements. Hanscom Air Force Base utilizes the Mircom FlexNet Fire Alarm Control Panel.
The fire alarm communicator provided for the new facilities is required to be compatible with the proprietary supervising station receiving equipment. This requires the fire alarm communicator to be a manufacturer’s recognized commercial product, completely assembled, wired, factory tested, and delivered ready for installation and operation. For the new components of the communicator to work seamlessly to the existing system, the hardware and software must be from the same manufacturer.
THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is a market research tool being used to determine the availability of other qualified sources that can meet the requirements identified above and inherent with the referenced Mircom FlexNet Fire Alarm Control Panel. The Government is not obligated to and will not pay for any information received from potential sources because of this notice of intent. All responses received within 15 days of the posting of this notice of intent will be considered by the Government.
