Interested parties must submit written capability statements with sufficient detail demonstrating their ability to fulfill the specified requirements. All submissions must be received by 2:00 PM ET on May 1, 2026, directed to zachary.d.finn@usace.army.mil. The evaluation will consider whether submitted capability statements adequately demonstrate the submitter's capacity to meet the stated requirement.
