About this opportunity

The 97th Maintenance Squadron, under the Department of the Air Force Air Education and Training Command, has issued a Special Notice of Intent for a brand-name purchase of a Tovey 150-ton load cell system designed for aircraft jack testing. The notice, posted on April 15, 2026, announces the Air Force's intention to procure equipment specifically compatible with the COLUMBUS JACK Model 1074-8000 Universal Tester, with a testing capability of up to 300,000 pounds. The 97th Contracting Squadron intends to award a sole-source contract to COLUMBUS JACK CORPORATION, as it has determined that only one source can provide the required Tovey load cell system meeting the specified technical parameters. This Special Notice is published under the authority of RFO 6.103-1(b), which permits sole-source procurement when only one supplier meets the government's requirements.

The primary purpose of this procurement is to address operational constraints with the existing aircraft jack tester equipment, which must be sent for annual calibration and remains unavailable for 30 days or longer during this process. The Air Force seeks to acquire a backup load cell system to maintain testing capability during the original unit's calibration period. Interested contractors must submit capability statements by April 30, 2026 at 2:30 PM CST, providing technical data and cost information with convincing evidence of their ability to meet the requirements; submissions must be made via email as Microsoft Word or Adobe PDF attachments to the designated contracting officers. The government will consider all capability statements solely to determine whether to proceed with competitive procurement or to continue with the sole-source approach, with the decision remaining entirely within the government's discretion. There are no specific eligibility restrictions for interested parties, though only substantive capability statements with detailed technical and cost information will be reviewed.

Notice text

The proposed contract action is for supplies for which the Government intends to award with a sole source under the authority of RFO 6.103-1(b). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement.

Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.
