About this opportunity
The U.S. Army Corps of Engineers (USACE), Humphrey's Engineer Center Support Activity (HECSA) has published a Notice of Intent regarding their plan to award a $75,000 task order to Federal Express Corporation for shipping services. The task order W912HQ25FA015 will run from May 18, 2025 through May 18, 2026 and involves providing domestic and international shipping of publications to various USACE sites. The agency has identified FedEx as the required source, stating that FedEx is the only shipper capable of delivering to all needed USACE/Army locations. The contract will utilize the Best in Class mandatory solution package delivery services under the next generation Delivery Service 2 IDIQ Contract. This is not a competitive solicitation, as the agency intends to make a sole source award to FedEx.
The primary purpose of this notice is to inform the contracting community of the intended sole source award while providing an opportunity for other parties to demonstrate that competition would be advantageous to the government. Interested parties must submit capability statements no later than September 6, 2025 at 6:00 PM EST if they wish to challenge the sole source determination. Any responses must provide clear and convincing evidence that competition would benefit the government. The shipping requirements include continuous accountability, with standard ground shipping as the preferred method and overnight shipping capabilities when needed. All information received will be used solely for planning and market research purposes, and the government reserves the right to proceed with the sole source award regardless of responses received.
