About this opportunity
The National Institute of Standards and Technology (NIST) has issued a Special Notice announcing their intent to conduct a sole source procurement for an Entangled Photon Source. The notice, identified as NIST-NOI-25-01840, indicates NIST's intention to negotiate exclusively with Qunnect Inc. of Brooklyn, New York under FAR 6.302-1 authority. This equipment will be utilized by the Communication Technology Laboratory's Smart Connected System Division at NIST's Gaithersburg, Maryland campus. The procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. NIST has determined that Qunnect Inc. is the only source capable of meeting all minimum technical requirements based on their market research.
The purpose of this procurement is to acquire a fully operational Rubidium Vapor Cell Based Entangled Photon Source that meets highly specific technical specifications, including biochromatic photon pairs at 1324 nm and 795 nm wavelengths, sub-GHz spectral linewidth, and more than 5 million photon pairs per second with various performance parameters. Interested parties who believe they can satisfy these requirements must submit written capability statements by July 18, 2025 at 12:00 PM Eastern Standard Time to marvin.jean@nist.gov. Responses must include comprehensive business information including contractor name, address, point of contact details, CAGE code or UEI, and business classification validated in the System of Award Management. All potential offerors must be registered in SAM at https://sam.gov/content/home, and the government reserves sole discretion in determining whether to conduct a competitive procurement based on responses received. This notice serves as market research to identify potential sources rather than a formal solicitation.
