About this opportunity
The Federal Bureau of Investigation has published a Notice of Intent to award a sole-source contract to METTLER-TOLEDO AUTOCHEM, Inc. for the procurement of one EasyMax 402 Advanced Thermostat System and accessories. The contract will be firm-fixed-price and valued at under $750,000, intended to support the FBI's Terrorist Explosives Device Analytical Center (TEDAC) Improvised Explosives Synthesis and Detection (TIEDS) Center Unit. The FBI plans to negotiate with only one source under FAR 6.302-1 authority, citing that only one responsible source can satisfy the agency's requirements. This procurement falls under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing and PSC 6640 for Laboratory Equipment and Supplies. The specialized equipment will enable safe and efficient in-house synthesis of explosive and inert materials to support joint improvised explosives research with the Department of Homeland Security.
The primary objective of this notice is to inform the contracting community of the FBI's intent to make a sole-source award while providing an opportunity for other vendors to demonstrate their capabilities. Interested parties must submit capability statements, proposals, or quotations via email to Contracting Officer Bryan Lane at bvlane@fbi.gov no later than 9:00 AM EST on July 5, 2025. Responses must include the firm's Unique Entity ID number, business size, and clear evidence that competition would be advantageous to the government. All responding vendors must be registered in the System for Award Management (SAM.gov) with current and accurate information including TIN, EFT, UEI, addresses, and contact information. The FBI determined that Mettler-Toledo is the sole manufacturer capable of providing equipment compatible with their existing five Mettler-Toledo instruments and proprietary iControl Software, though the government retains discretion in determining whether to conduct a competitive procurement based on received responses.
