About this opportunity
The Department of the Air Force Materiel Command Test Center has issued a Special Notice announcing its intent to solicit and negotiate a sole-source contract with Berkeley Nucleonics Corporation, a small business. The contract is for twenty (20) Delay Generators and ten (10) Dual Rack Mounts to be delivered to Arnold Air Force Base in Tennessee. Specifically classified under NAICS code 334516 for Analytical Laboratory Instrument Manufacturing, the procurement will be conducted using Simplified Acquisition Procedures under 41 USC 1901(e)(2) and 10 USC 3204(e). The government requires these precise part numbers due to critical integration requirements with existing range facility testing systems, where alternative brands could potentially compromise test operations and data collection integrity. The special notice emphasizes the unique technical specifications needed for these instruments.
The primary objective of this notice is to procure specialized delay generators for the Ranges Service Life Extension Program (SLEP) at the Arnold Engineering Development Complex Hypervelocity Aeroballistic Ranges. Interested parties who believe they can meet the entire requirement may submit a written statement of capabilities to the Contracting Officer, Mr. Brogan Fullmer, and Contract Specialist, Ms. Virginia Jones, via email before the closing date of April 10, 2025. The government will review any submitted capabilities and retains sole discretion in determining whether to compete the requirement. The procurement will be a firm-fixed price purchase order, with products to be delivered Free on Board (FOB) Destination. Contractors must provide detailed documentation demonstrating their ability to fully satisfy the technical specifications, which include requirements such as fiber optic inputs/outputs, 5 nanoseconds or less resolution, and compatibility with existing VIES computer systems. No faxed documents will be accepted, and if no responsive statements are received, an award will be made to the intended sole source.
Notice text
The Government intends to solicit and negotiate with only one source under the authority of Simplified Acquisition Procedures under 41 USC 1901(e)(2) IAW the requirements of 10 USC §3204(e) to Berkeley Nucleonics Corporation, a Small Business. This anticipated contract action will be a firm-fixed price purchase order for twenty (20) Delay Generators (P/N: 577-8C-L82-L82-L82-L82-IL130-COM-US) and ten (10) Dual Rack Mounts (P/N: 6978). The North American Industry Classification System (NAICS) code for this acquisition is 334516, Analytical Laboratory Instrument Manufacturing, and the Product Service Code (PSC) code is 6625, Electrical and Electronic Properties Measuring and Testing Instruments. The requirement is to be delivered Free on Board (FOB) Destination to Arnold, AFB, TN.
The Government requires these specific part numbers due to integration requirements with existing range facility testing systems. Attempting to integrate or mix/match other brands of delay generators can be problematic during and after integration into the testing systems and could affect test operations and/or data collection integrity.
This notice of intent is not a request for competitive proposals or quotations; however, if an interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet the requirement in its entirety. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to the Contracting Officer, Mr. Brogan Fullmer at brogan.fullmer@us.af.mil, and Contract Specialist, Ms. Virginia Jones at virginia.jones.6@us.af.mil, prior to the notice closing. No faxed documents will be accepted. If no responsive statements are received, an award will be made
