About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) published a Special Notice announcing its intent to award a sole source contract to the University of Florida Archie Carr Center for Sea Turtle Research. The NOAA, on behalf of the National Marine Fisheries Service Western Acquisition Division, intends to negotiate with the Archie Carr Center to support tagging sea turtles and collecting research data through the Cooperative Marine Turtle Tagging Program.

The Special Notice provides that the sole source contract would support the Archie Carr Center's distribution of tags to researchers, maintenance of tagging databases and records, archiving of tagging data, and dissemination of data to researchers. Interested contractors were required to submit capability statements by June 15, 2022, however this was not a request for proposals and there was no solicitation available. The Special Notice was published to announce the intent to award directly to the Archie Carr Center using FAR Part 13.5 procedures given its expertise established since 1955 in distributing over 200,000 tags and maintaining an internationally recognized database and communication network for sea turtle research.
