About this opportunity

The U.S. Army Corps of Engineers Louisville Engineering District has issued a Special Notice announcing its intent to include brand name requirements for Intrusion Detection Systems (IDS) in future construction solicitations at Army Reserve facilities. This notice is not a solicitation or request for quote, but rather serves as advance notification to the contracting community. The agency plans to specify the DSC Neo IDS panel as the required alarm monitoring system for upcoming construction contracts. The brand name requirement is justified under 10 USC 3204(a)(1) and FAR 6.302-1(a)(2) as "Only One Responsible Source" since the DSC Neo system is the only approved alarm panel that can transmit signals over the Army Reserve Network (ARNET) while meeting USARC's cybersecurity requirements. The government will not purchase the equipment directly but will include these brand name specifications in construction contract solicitations.

The primary purpose of this notice is to gauge market availability and determine contractor capability to provide the specified IDS services as part of construction projects. Interested contractors must respond by October 22, 2025, and all responses should be submitted on company letterhead with specific required information. Contractors must affirm active registration in the System for Award Management (SAM) and provide their Unique Entity ID (UEI) number, along with applicable credentials, qualifications, and pricing information. All responsible sources are eligible to respond to this synopsis, and the agency will consider all submissions received. The notice emphasizes that responses will be used solely to assess service availability and contractor qualifications for potential future opportunities involving IDS installation at Army Reserve facilities.
