About this opportunity
The U.S. Army Corps of Engineers (USACE), specifically the Engineering District Louisville, has published a Special Notice of Intent regarding brand name requirements for Intrusion Detection Systems (IDS) at Fort McCoy and Army Reserve facilities. This notice, posted on April 22, 2026, with a response deadline of May 8, 2026, announces the government's intention to specify ELK brand IDS panels in future solicitations for construction projects. The notice is not a solicitation or request for quotes but rather a notification to industry that future competitive procurements will include mandatory brand name specifications. The statutory authority for this Other than Full and Open Competition approach is provided under 10 U.S.C. 3204(a)(1), implemented through FAR 6.103-1, which permits single-source justifications when only one responsible source can satisfy agency requirements.
The primary objective of this notice is to establish ELK IDS panels as the specified equipment for alarm monitoring systems across Army Reserve facilities through Fiscal Years 2026 through 2028. USACE has determined that the ELK panel is the only current approved system capable of transmitting signals over the Army Reserve Network (ARNET) while meeting all USARC cybersecurity requirements and maintaining compatibility with existing monitoring stations. The notice specifies a comprehensive list of required ELK brand components, including the TROVE2 Security Panel, M1 GOLD control module, M1KP keypad, various expanders, and associated hardware. Rather than procuring equipment directly, the government will include these brand name specifications in future construction contracts; therefore, contractors responding to future solicitations will need to comply with the specified ELK equipment requirements. While this notice does not establish immediate eligibility criteria for competition, contractors should anticipate that future construction contracts at these facilities will mandate the use of these specific branded components.

The statutory authority permitting Other than Full and Open competition is 10 United States Code (U.S.C.) 3204(a)(1), as implemented by RFO FAR 6.103-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” This authority is applicable to brand name justifications in accordance with RFO FAR 6.103(d).
