About this opportunity

The Federal Bureau of Investigation has issued a Notice of Intent to negotiate a sole source contract with ANDE Corporation for eight ANDE 6C Series G Rapid DNA Analysis Instruments and a one-year service contract. This special notice constitutes the only notice that will be published for this procurement opportunity. The FBI intends to award a one-time, firm-fixed-price contract to ANDE Corporation, located in Waltham, Massachusetts, under the authority of FAR 6.302-1 for sole source procurement. The instruments are manufactured in the United States and will be delivered approximately thirty days after receipt of order. ANDE Corporation is identified as a small business with CAGE Code 47QZ9.

The FBI's Laboratory Division requires these instruments to support future deployment of Rapid DNA technology during mass arrest events in the field, where arrestee samples must be processed quickly for upload and search in the national CODIS database. The ANDE 6C Series G is uniquely capable of processing multiple samples simultaneously, with each instrument able to process five arrestee samples at a time in under two hours without human intervention. Interested parties may submit capability statements to Contracting Officer Bryan Lane at bvlane@fbi.gov by August 7, 2025, though this notice is not a request for competitive quotations. Vendors must be registered in the System for Awards Management (SAM.gov) with current and accurate information including TIN, EFT, UEI, addresses, and contact details. The FBI reserves discretion to determine whether to conduct a competitive procurement based on responses received, and no reimbursement will be provided for costs associated with submitting capability information.
