About this opportunity
The Department of Energy's Office of Manufacturing and Energy Supply Chains (MESC) has issued a Special Notice regarding a potential sole source contract award to Zen Innovations AG. The notice pertains to acquiring a subscription to The Global Trade Tracker (GTT), a web-based platform providing comprehensive international trade statistics. The contract will be a firm fixed price acquisition utilizing Simplified Acquisition Procedures under FAR 13.106-1(b)(1) for commercial products. The planned subscription will cover five user licenses and includes access to graphical interfaces with import/export trade data for nearly all global trading countries. The anticipated contract structure includes a base year with three potential one-year extension options.
Contractors interested in challenging the sole source designation must submit written responses demonstrating comparable capabilities within ten calendar days of the notice's publication. Responses must include strong, convincing evidence articulating the company's ability to meet the specified requirements, with documentation requests not considered an affirmative response. All sources eligible to fulfill the requirement are invited to submit their capabilities, with responses to be sent to wren.lugas@hq.doe.gov and Dianne.galarza@hq.doe.gov. If no competitive responses demonstrating equivalent capabilities are received within the ten-day window, the Department of Energy will proceed with the sole source award to Zen Innovations AG. The notice serves an informational purpose, allowing potential contractors an opportunity to present alternative solutions that might meet the agency's trade data tracking needs.
