About this opportunity
The US Geological Survey (USGS), part of the Department of the Interior, has issued a Notice of Intent to award a sole-source Purchase Order to Upper Snake River Tribes Foundation, Inc. for database administration services. This notice represents the agency's intention to procure services without competition, as the Foundation is considered the only source capable of providing the required services since they created and administer the database in question. The procurement falls under the simplified acquisition procedures outlined in FAR Parts 12 and 13, with NAICS code 541512 (Information Management) and PSC code R707 (Support-Management) applicable. The notice is not a request for competitive quotes, though the agency will consider any quotations from responsible parties.
The primary objective of this procurement is to support the expansion of the Tribal Resilience Action Database (TRAD), a web portal designed to help Tribal communities address environmental and climate resilience challenges. Interested parties must submit responses or inquiries exclusively via email to capplegate@usgs.gov by September 11, 2025, at 1000 PDT, with no hardcopy or web portal submissions accepted. The project scope includes incorporating resilience actions from nearly 60 Tribes, developing outreach materials, implementing storytelling initiatives, and creating technical enhancements such as data visualization features. Key deliverables involve establishing a Tribal Advisory Group, hiring an Outreach Specialist, and developing content to help Tribal professionals access information about mitigating risks from wildfires, flooding, heat waves, and droughts. While geographically centered in the Pacific Northwest, the database resources will be available to Tribes nationwide, emphasizing collaborative resilience-building across Indigenous communities.
