THIS NOTICE IS HEREBY REPUBLISHED DUE TO AN INTERNAL ADMINISTRATIVE CHANGE.
This is a notice of intent to award a sole source contract to Raytheon Technical Services Corp. (RTSC) to procure, install and equip five onsite repair points at rail transfer sites throughout Russia. The onsite repair points are to provide the Russian Federation with the capability to maintain security of nuclear weapons stores at these various sites.
For this requirement, the contractor will have to mobilize in Russia; secure Russian VAT exemptions; obtain the Ministry of Defense of the Russian Federation's approval for subcontractor contracts and subcontractor access to the sites; manage the subcontract; conduct site specific surveys; and obtain all necessary licenses, clearances and permits to procure, install and equip five onsite repair points. In addition, the contractor must arrange for the use of sensitive and proprietary site designs from the RF MOD subcontractor.
The Government contemplates awarding a firm-fixed price contract with a 12 month period of performance. The North American Classification System (NAICS) is 541990, and the Product Service Code is R408.
THIS IS NOT A REQUIREMENT FOR COMPETITIVE PROPOSAL. Interested parties have ten (10) days from the date of publication of this notice to submit in writing to the identified point of contact clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after ten (10) days, with or without the required information, will be considered non-responsive to this notice and will not be considered. A determination by the Government will not be considered. A determination by the Government not to conduct this effort as full-and-open competitive procurement, based on the responses to this notice, is solely with the Government's discretion.

In absence of qualified sources, a contract will be awarded under the "Other Than Full and Open Competition" procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source.
All inquiries must be submitted in writing to the address stated herein and to the attention of Ms. Debra Butler, Contracting Officer. Response to this notice must be received by 3:00 PM EST 11 June 2012. Responses must include your business name, point of contact, address, and telephone number with the area code.
