About this opportunity
The Air Force Materiel Command at Edwards Air Force Base has published a Notice of Contract Action (NOCA) for maintenance and site support services for previously purchased trail cameras. The Air Force intends to award a sole source contract to McQ OWL Systems under Federal Acquisition Regulation (FAR) 12 for commercial items acquisition. This action is being pursued under the authority of 10 U.S.C. 3572, with justification that only one responsible source exists and no other suppliers can satisfy the agency's requirements. The contract falls under NAICS code 513210 (Software Publishers) with a size standard of $47 million. The contract award date remains to be determined, and no solicitation document exists as this is strictly a notice of intent.
The primary purpose of this NOCA is to notify industry of the Air Force's intent to proceed with a sole source contract action while potentially identifying other qualified sources and their business size classifications. Although the government intends to negotiate only with McQ OWL Systems, interested parties who believe they can meet all requirements may submit capability statements by September 17, 2025. Responses must be submitted in writing with sufficient detail to allow government evaluation of the contractor's ability to meet the specific requirements. The Air Force emphasizes that no reimbursement will be provided for costs associated with responding to this notice or any follow-up information requests. Contractors must demonstrate their capability to provide maintenance and site support services for the specific trail camera systems already in use by the Air Force.
