Under this effort, SwRI will provide specific engineering and technical services to test the innovative weapons technology being developed by and for DTRA, analyze the results of those tests against simulated biological and chemical agents in contractor provided facilities, and develop/verify new and innovative diagnostic techniques and procedures for testing these weapons. SwRI will provide support for technology development, validation, test, evaluation, and studies related to biological and chemical Agent Defeat, Deny, and Disrupt (AD3) missions of DTRAs Counter Weapons Directorate. SwRI will provide research and development services in two specific areas: (1) Testing of innovative WMD Defeat technologies and analyze them for application to the Agent Defeat problem and (2) Development and verification of new and innovative diagnostic techniques and procedures for testing Chemical Biological counterforce WMD Defeat weapons. This proposed contract is based on market research and is solely within the discretion of the Government. The effort will require facilities certified and acceptable for large volumes of test in support of DTRAs AD3 Programs live simulant sub-scale testing (1/4 scale explosive force). The facilities must be capable of testing in terms of: (1) the amount of explosive that can be used in single test and (2) live simulant instrumentation, plume containment and handling. Additionally, the facility must be Environmental Protection Agency (EPA) certified and approved for Chemical and Biological sub-scale live simulant Agent Defeat weapon testing. Support services for technology development, validation, test evaluations, and studies related to biological and chemical agent AD3 missions for DTRAs Counter Weapons Program must also be provided. SwRI is the only responsible source capable of supporting the aforementioned requirements. This announcement in no way commits the Government to make a contract award and does not authorize the contractor to incur pre-contract costs. Under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, the support and services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency.
