About this opportunity
The U.S. Army Corps of Engineers San Francisco District has issued a Special Notice regarding the consolidation of contract requirements for Moss Landing Harbor Jetty Repair and Maintenance Dredging. This notice serves as a formal announcement under FAR 7.107-5(c) to notify the public of the agency's intent to combine two previously separate contract requirements into a single procurement. The consolidated project involves jetty repair work and maintenance dredging that were originally handled under separate contracts. Specifically, this includes a $7.8M jetty repair contract that was terminated in FY23 due to storm damage and a $1.4M dredging contract from FY20. The notice emphasizes that this is purely an informational announcement and not a solicitation for offers.
The primary objective of this consolidation is to address urgent infrastructure and safety needs while achieving operational efficiencies. The U.S. Army Corps of Engineers has determined that combining these contracts will provide substantial benefits, including improved safety coordination, cost savings, and more effective contract administration. The contract will be set aside exclusively for 8(a) Alaska Native Corporation firms, based on market research conducted at the SAME Small Business Conference in November 2024. Contractor eligibility is limited to these specific 8(a) firms with demonstrated capabilities in heavy civil engineering construction (NAICS 237990). The project aims to complete both the jetty repair and maintenance dredging within the same fiscal year, taking into account critical environmental work windows. No dredging has occurred since FY20, and repair work has been on hold since FY23, underscoring the urgency of these infrastructure improvements.
