About this opportunity
The U.S. Army Corps of Engineers Omaha District issued a Special Notice on August 10, 2026, announcing approval of a Consolidation Determination and Findings for a $99 million Small Business Facilities Sustainment, Restoration and Modernization Roofing Indefinite Delivery/Indefinite Quantity Multiple Award Task Order Contract covering Colorado and Wyoming in the Front Range region. The consolidation is set aside entirely for small business competition.
The contract establishes a three-year base period with one two-year option and a possible six-month extension. USACE justified consolidation as necessary for mission success and timely roofing repairs, with market research demonstrating insufficient capacity within SDVOSB, HUBZone, and WOSB categories to satisfy the Rule of Two. The procurement consolidates roofing design-build construction services across multiple discrete military installation sites using a firm fixed price contracting method. Performance is estimated to begin in late fiscal year 2027 under solicitation number W9128F26RA069. The small business size standard for NAICS 238160 (Roofing Contractors) is $19 million. The consolidation strategy maximizes small business participation by targeting multiple contractors in the MATOC pool while reducing acquisition cycle time and providing cost savings of 1.75 to 3.25 percent. This is a Special Notice for informational and planning purposes only; no proposals are being requested or accepted at this time.

JUSTIFICATION FOR CONSOLIDATION: Through comprehensive market research, the government has concluded that consolidating these requirements provides the best value to the Government. For additional details, please review the attached Redacted Consolidation D&F.
