About this opportunity
The U.S. Army Corps of Engineers Omaha District issued a Special Notice on August 10, 2026, announcing approval of a Consolidation Determination and Findings for a $280 million Service-Disabled Veteran-Owned Small Business (SDVOSB) Facilities Sustainment, Restoration and Modernization (FSRM) ID/IQ Multiple Award Task Order Contract (MATOC) set exclusively for SDVOSB firms. The consolidation establishes a single MATOC with a five-year base period and a six-month option period, with work performed across the Omaha District Area of Responsibility at military installations and civil works facilities. The procurement covers Design-Build and Design-Bid-Build construction services using firm-fixed-price task orders and Best Value Trade-Off evaluation. The USACE Command Senior Contracting Official determined that consolidation is both necessary and justified based on comprehensive market research, including a Sources Sought announcement and dynamic small business search, which confirmed adequate SDVOSB competition. The analysis identified quantifiable cost savings of 2.20 percent compared to stand-alone contracts. The estimated execution need across the combined SDVOSB and Small Business MATOC pools is approximately $560 million. This notice is for informational and planning purposes only and does not constitute a solicitation. A redacted consolidation D&F document is attached for review.
