About this opportunity
Summary of Federal Contract Opportunity
The Department of Homeland Security's Federal Protective Service is consolidating three existing Protective Security Officer (PSO) service contracts covering West Texas, South Texas, and New Mexico into a single task order on an existing Multiple Award Contract (MAC). The consolidation determination and findings document justifies this action under FAR 7.107-2 Class Deviation 25-32, R2, citing efficiency gains and improved service delivery across the southern border region.
The three contracts being consolidated are currently held by Paragon Systems, Inc. (South Texas and West Texas contracts) and Diversified Protection Corporation (New Mexico contract), with a combined value of approximately $244 million. The consolidated requirement is valued at $368 million including all options and will be structured as a one-year base period with four one-year ordering periods.
Market research conducted in October 2025 identified seven large business MAC holders willing to compete for this opportunity. The consolidation is expected to eliminate redundant administrative efforts, reduce overhead costs, streamline contract management, and enhance vendor accountability. Although the current incumbents are large businesses, the government will require the winning contractor to maintain small business subcontracting plans, mitigating adverse effects on small business participation.
The task order award is anticipated on July 31, 2026. This is a DoD-funded opportunity with no set-aside restrictions, meaning all eligible contractors on the applicable MAC may submit offers.
