About this opportunity

The United States Air Forces in Europe - Air Forces Africa has awarded a sole-source firm-fixed commercial purchase order to Stone Aircraft Maintenance Solutions LLC for RANGER A4 Aerospace Ground Equipment (AGE) software on a simplified acquisition procedures basis, with award date of August 27, 2026.

Stone Aircraft Maintenance Solutions holds exclusive development rights to the RANGER platform, the sole system currently supporting AGE dispatch and equipment tracking across USAFE. The software manages over 350 pieces of heavy equipment including ground power units, heating and air conditioning units, stands, and lighting at Ramstein Air Base and four additional USAFE locations. The justification cites 10 U.S.C. 3204(a)(1), asserting Stone Aircraft is the only responsible source capable of meeting requirements. Market research identified eleven potential competitors, all small businesses, but each faced 6–12 month development lead times that would create unacceptable service gaps during critical aircraft generation and base support operations. Stone Aircraft's pre-existing RANGER platform, developed by former AGE personnel and demonstrated at a 2020–21 DoD industry day, provides immediate time-to-implementation advantage. The system has generated documented operational benefits including 1,200 gallons of annual fuel savings and 2,600 airman work hours annually. Deliverables include RANGER access at five installations, 21 RANGER-enabled iPads with mobile data service, 24/7 customer support with 48-hour routine response times, system updates, priority improvements, device replacement provisions, and one MAJCOM Dashboard. A sources sought notice posted April 6, 2026 on SAM.gov closed April 11, 2026. Place of performance is Ramstein Air Base with subordinate USAFE locations.

Notice text

The 764th Enterprise Sourcing Squadron (764 ESS/PKA), Ramstein Air Base is providing notice of award on a firm-fixed commercial purchase order (over the SAT) to the following company:

Stone Aircraft Maintenance Solutions LLC; 8112 Hartington Dr, Navarre, Fl 32566 USA; Cage 953M0

Attached below is the justification and approval document.

The USAFE-AFAFRICA Aerospace Ground Equipment (AGE) Units at Ramstein Air Base require a software program to track and dispatch AGE equipment across multiple USAFE locations. This system, a modern evolution of the existing AGE dispatch process, will enhance the digital request, queuing, and logging of all AGE services supporting both aircraft generation and base support functions. Specifically, the software will allow users to actively track and monitor equipment utilization for Ramstein's flying operations and facilitate communication with other AGE units throughout USAFE.

Currently, Stone Aircraft Maintenance Solutions is the sole developer and rights holder of the existing AGE dispatch software platform for USAFE, which is tailored to meet the Department of the Air Force's (DAF) mission requirements. This platform supports the management and monitoring of a diverse inventory of over 350 pieces of heavy equipment, including ground power units, heating, air conditioners, stands, and lighting.

Therefore, this procurement is to renew this software through a simplified acquisition procedures sole-source purchase order to Stone Aircraft Maintenance Solutions LLC. This approach is justified because Stone Aircraft Maintenance Solutions holds exclusive development rights to the software. Developing a new software program would be a lengthy process, potentially creating significant implementation gaps that would hinder critical AGE operations across USAFE reducing our immediate and long term impact across the region.
