About this opportunity

The United States Department of Agriculture, Agricultural Research Service, Southeast Area, Plant Genetic Resources Conservation Unit awarded a noncompetitive, single-source contract to Atlas Greenhouse, LLC for $397,209.00 on September 30, 2026, for procurement and turn-key installation of replacement greenhouse control systems, digital vent controls, vent motors, weather station hardware, software, sensors, wiring, and structural polycarbonate coverings.

Performance runs from September 30, 2026, through September 29, 2027, at the University of Georgia Griffin Campus (1109 Experiment Street, Griffin, GA 30223). The contract is a firm-fixed-price standalone vehicle. The award was made under streamlined Revolutionary FAR Overhaul authority (FAR 13.106-1(b)(1)(i) and AGAR 413.302) on the basis that only one source possesses the necessary proprietary system access and manufacturer certifications. The automatic small business set-aside was formally dissolved after market research determined no small business concern could perform the work without introducing severe scientific risk to federal crop repositories. The base bid covers structural removal and turn-key installation of proprietary Bartlett Climate Boss Controllers and associated systems for Building 4442; eight optional line items address controller and motor overhauls across additional greenhouses and installation of polycarbonate roof coverings. Price reasonableness was verified against historical agency pricing and an Independent Government Cost Estimate, with labor categories cross-checked against the Service Contract Act Wage Determination for Spalding County, Georgia.

NOTICE OF INTENT TO AWARD SINGLE SOURCE / PUBLIC POSTING OF JUSTIFICATION

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Southeast Area (SEA), Plant Genetic Resources Conservation Unit (PGRCU) has executed a noncompetitive, unrestricted single-source contract action for the procurement and turn-key installation of replacement greenhouse control systems, digital vent controls, vent motors, weather station/lightning hardware, software, sensors, wiring, and associated structural 16mm triple-wall polycarbonate coverings.
