The procurement requires the contractor to provide and install a complete play system with drainage, pour-in-place rubber surfacing, and engineered drawings, incorporating natural forest elements such as trees, logs, stones, and other Northwoods-themed features. The playground must include a minimum of 24 play activities designed for children ages 5-12, accommodate 45 users simultaneously, be ADA compliant, and feature molded plastic and metal components with powder-coated finishes and stainless steel hardware. The contractor must complete installation by June 30, 2026, working only during business hours (0800-1630, Monday through Friday) and adhering to all federal, state, and local safety regulations including the Corps of Engineers Safety and Health Manual EM-385-1-1. The solicitation has been amended multiple times, with the final response deadline extended to August 22, 2025, following the initial posting on July 9, 2025.

This opportunity is designated as a Total Small Business set-aside under NAICS code 238990 (All Other Specialty Trade Contractors), with an estimated project value between $100,000 and $250,000. No incumbent contractor is identified in the solicitation documents. The playground installation must fit within a maximum use zone of 52-56 feet by 40 feet, with width restrictions due to adjacent trees and potential cultural resource impacts. The work location is specifically at the U.S. Army Corps of Engineers Gull Lake Recreation Area, 10867 East Gull Lake Drive, Brainerd, MN 56401, where the new system will replace an existing outdated playground with sand fall material. The Corps will handle removal of the existing playground equipment prior to the contractor's installation work, and the contractor will be responsible for receiving, storing, and installing the unassembled play system components with at least two weeks' advance notice required before installation begins.
