About this opportunity
U.S. Citizenship and Immigration Services (USCIS) is seeking a courier services contract for multiple offices in the Northeast region, including the Eastern Forms Center, Northeast Regional Office, Personnel Security Division, Management Center Vermont, and Office of Contracting. This is a competitive open market Request for Quote (RFQ) under NAICS code 492110 for commercial courier and express delivery services. The solicitation (RFQ #70SBUR25Q00000041) will be evaluated using a lowest price technically acceptable source selection process, with quotes assessed on price and technical acceptability. Interested vendors must submit a complete quote by January 21, 2025, and include specific required representations and certifications, such as SAM registration and telecommunications equipment representations. The solicitation follows Federal Acquisition Regulation (FAR) guidelines for commercial services and does not require a separate written solicitation.
The procurement is not set aside for any specific small business category and will cover courier services primarily in the St. George, Vermont area. The contract is structured with multiple 12-month performance periods, with a total potential duration not exceeding 60 months, including options. The government may extend services up to 6 additional months under FAR 52.217-8, and the current wage determination rate for messenger courier services in the Burlington/Williston area is $15.70 per hour. The solicitation includes a pricing spreadsheet with three Contract Line Item Numbers (CLINs) for firm-fixed-price daily courier services. While specific contract value details are not explicitly stated, vendors will be required to complete a detailed pricing spreadsheet outlining their proposed rates for the required services. The contract will support the administrative and logistical needs of various USCIS offices in the Northeast region.
