About this opportunity
The National Park Service Denver Service Center is seeking qualified small businesses to provide multi-disciplinary architectural and engineering design services through a Multiple Award Task Order Contract (MATOC) covering the Northeast and National Capital Region. The procurement encompasses comprehensive A&E services including architecture, landscape architecture, and various engineering disciplines (civil, electrical, environmental, fire protection, geotechnical, mechanical, sanitary, and structural) to support projects of national significance across 13 Northeastern and Mid-Atlantic states, Washington D.C., and secondary coverage areas including Southern states, Puerto Rico, and the Virgin Islands. Contractors must demonstrate specialized experience in diverse project types such as employee housing renovation, utility systems, building projects, historical landscape restoration, coastal structures, environmental restoration, and recreational facilities. The evaluation criteria include specialized experience, past performance, capacity, knowledge of geographic location, and professional qualifications, with a two-phase selection process involving written qualifications review, interviews with the most qualified firms, and subsequent contract negotiations. Interested firms must submit their SF-330 qualification statements electronically by July 15, 2025, at 12:00 PM Mountain Time to the specified National Park Service contacts.
This procurement is designated as a Total Small Business Set-aside under NAICS code 541310 (Architectural Services) with an SBA size standard of $12.5 million in annual receipts. The IDIQ contract structure provides for a five-year base period with a maximum ordering limitation of $100 million across all awards. Individual task orders under the contract are limited to a maximum value of $10 million each. The solicitation has undergone two amendments to date, with Amendment 0001 adding formal Q&A documentation and updating submission procedures, and Amendment 0002 providing additional clarity on cover page submission requirements. No incumbent contractors are specifically identified in the documentation, indicating this may be a new procurement or recompetition. The contract vehicle will support the National Park Service's mission to maintain and enhance critical infrastructure and facilities across some of the nation's most significant historical and natural sites.
