About this opportunity
The U.S. Geological Survey (USGS), North Carolina Water Science Center, intends to procure state water quality accreditation services from the North Carolina Department of Environmental Quality (NCDEQ) through a non-competitive purchase order. This requirement falls under NAICS code 541380 for Testing Laboratories and Services with a size standard of $19.0 million. The USGS has determined that NCDEQ is the only reasonable source available for this requirement as it is the sole entity that offers state water quality accreditation for North Carolina, justifying the single-source procurement under FAR 13.106-1(b). While this notice is for informational purposes only and not a request for competitive quotations, all responsible sources may submit responses for consideration by emailing Daniel Galvin at dgalvin@usgs.gov. Responses are due by August 14, 2025, with an anticipated award date of August 26, 2025.
This procurement does not utilize any set-aside designations and will be structured as a firm-fixed price contract. The base contract period will be one year from the date the contractor receives the purchase order, with three additional one-year option periods available. The North Carolina Department of Environmental Quality appears to be the incumbent and sole qualified provider for this specialized accreditation service. Any vendor seeking to be awarded the purchase order must be registered in the System for Award Management (SAM) at sam.gov. No specific contract value or budget range has been disclosed in this pre-solicitation notice, though the procurement falls within the small business size standard threshold of $19.0 million for the applicable NAICS category.
