About this opportunity
The North Carolina Army National Guard is soliciting medical laboratory services through a Blanket Purchase Agreement (BPA) to analyze blood and urine samples collected from National Guard personnel across North Carolina. The Department of the Army's North Carolina Army National Guard seeks a qualified laboratory services contractor to provide comprehensive testing capabilities, including over 70 different types of tests such as complete blood counts, drug screenings, hepatitis tests, pregnancy tests, and various metabolic panels. The contractor must supply all personnel, equipment, tools, materials, supervision, and quality control necessary to perform these services, while the government retains responsibility for sample collection. Evaluation will be conducted using a streamlined comparative trade-off methodology based on three primary factors: past performance within the last three years, technical capability to meet the Performance Work Statement requirements, and price. The deadline for proposal submission is January 6, 2026, with the final date for submitting questions being December 29, 2025. Vendors must be registered in SAM.gov and provide detailed technical proposals addressing the PWS, pricing for all Contract Line Items, and past performance documentation.
This procurement is unrestricted with no set-aside designation, and the incumbent contractor is Quest Diagnostics, Inc., operating under contract W9124221A0006. The government estimates annual BPA calls in the range of $40,000 to $80,000 per year, though these figures are subject to change based on mission requirements; historical data shows test volumes of approximately 627 tests in 2025, 741 in 2024, and 650 in 2023, with lipid panels, glucose testing, alcohol screening, and sickle cell screening being the most frequently requested services. The contract has a five-year period of performance with laboratory results required to be electronically submitted within 48 hours of sample pickup. Services will be performed at five designated collection locations across North Carolina, with the primary place of performance identified as Raleigh, NC 27606. Contractors must comply with all Clinical Laboratories Improvement Act requirements and bloodborne pathogen standards, and if unable to fulfill the complete scope of services, proposals will be evaluated accordingly with technical deficiencies noted in the review process.
