About this opportunity
The Department of the Interior Fish and Wildlife Service is conducting a sources-sought inquiry to identify qualified contractors for native vegetation planting and sand fence installation at North Breton Island off the Louisiana coast, with responses due by June 12, 2026. This is not a solicitation; responses to the capability statement questionnaire will inform the government's acquisition approach but do not constitute bids or constitute an adequate reply to any future solicitation.
Work encompasses 67,000 Black Mangrove and 11,000 Smooth Cordgrass plantings across 18.5 acres in two designated restoration areas, with plants spaced three feet on center, plus installation of 6,120 to 7,500 linear feet of sand fencing using untreated wooden posts and weather-resistant slats. The project site is a remote offshore barrier island 62 miles southeast of New Orleans in Plaquemines Parish, serving as critical nesting habitat for wading birds, seabirds, shorebirds, and waterfowl. The contract is anticipated as firm fixed-price with a two-year period of performance. Work cannot occur between March 1 and August 15 annually due to nesting bird presence. Plant materials must achieve 95% survival rates at initial inspection and 80% survival rates at final inspection (30 or more days post-planting), with sourcing preferred from the Golden Meadow Plant Materials Center. The contractor must submit a comprehensive work plan within 30 days of Notice to Proceed and furnish all equipment, labor, transportation, materials, and supervision.
Interested vendors should submit the completed Sources Sought Capability Statement Questionnaire to William_fluharty@fws.gov with subject line "DOIFFBO260099 - Sources Sought for North Brenton Island," identifying applicable NAICS codes and socio-economic classifications, proposed contractor arrangement, relevant past project experience with contract values and government references, and equipment deployment plans.
