Added: Mar 22, 2013 2:32 pm The United States General Services Administration has a requirement for the selection of a quality HVAC contractor for the replacement of six boilers (Design/Build) at the Norris Cotton Federal Building in Manchester, NH. The work includes but is not limited to the following: replace the existing six (6) boiler hot water system with three (3), ultra-high efficiency, gas-fired condensing hot water boilers of the latest design generation. The Contractor shall provide a complete "turnkey" project to include design and construction.

The offeror will be expected to provide heat to the building by October 30th, 2013. The estimated cost of construction is between $100,000.00 and $250,000.00. Award will be a firm fixed price, design-build contract and the procurement method will be a competitive negotiated Request for Proposal (RFP) in accordance with FAR Part 15. Evaluation procedures are described under FAR 15.304 and will be utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit and whose performance is expected to best meet stated Government requirements. Upon receipt and evaluation of all technical and price proposals, selection of a firm will be made that offers the greatest value to the Government based on a combination of technical and price evaluation. Failure of offerors to submit a technical offer will preclude further participation on this acquisition. The NAICS code applicable to this project is 238220 - Plumbing, Heating and Air-Conditioning Contractor. This procurement is being solicited on a restricted basis as a 100% small-business set-aside.
