The Government intends to negotiate a single award, indefinite delivery/indefinite quantity, firm fixed price contract for logistics services to provide supplies and operate the Norfolk Super SERVMART and mobile retail store operations in support of Fleet and Industrial Supply Center Norfolk in Norfolk, VA. The resulting contract will be for a one-year base period with four one-year option periods. This requirement will be issued using full and open competition in accordance with FAR Part 6.1, with options to extend services in accordance with FAR Clause 52.217-8. The procurement will be conducted using the procedures and policies of FAR Part 12, Acquisition of Commercial Items, and FAR Part 15, Contracting by Negotiation.
This requirement is to provide commercial retail store services, including inventory and logistics distribution design, necessary to operate a full service walk-in retail store (Norfolk Super SERVMART), operate a mobile store(s), provide a free delivery service, and participate in the Department of Defense (DoD) E-Mall website for e-commerce ordering in Virginiaâs Hampton Roads area. The walk-in retail store is located on Naval Station Norfolk. The anticipated contract shall provide a simple method for authorized United States Government activities to acquire items such as office supplies/equipment, janitorial and sanitation items, industrial hardware, and galley, safety, and tactical supplies and equipment.
AbilityOne items are required to be offered and distributed under the anticipated contract. Partnering and/or subcontracting with AbilityOne organizations is encouraged. The place of performance shall be at Naval Station Norfolk, VA with delivery to activities in the Hampton Roads area. The applicable North American Industry Classification System (NAICS) Code is 452990 and the size standard is $11 million.

Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations.
By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred or otherwise ineligible to receive contracts from any federal agency. The contracting officer reserves the right to conduct verbal or written discussions with respect to other than price with the offerors at anytime prior to award. The prospective awardee must be registered in the Central Contractor Registration (CCR) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the U.S. Lack of registration in the CCR database will make a contractor ineligible for award.
