About this opportunity
The Centers for Disease Control and Prevention seeks permanent sanctuary housing and comprehensive lifetime care for approximately 130–132 retired nonhuman primates (rhesus and pigtailed macaques), with proposals due September 14, 2026 at 5:00 PM EDT. This is a firm-fixed-price commercial procurement under FAR 12 with no small business set-aside; NAICS code 813312, PSC F099. Amendment 5, issued September 8, incorporated Q&A responses and extended the deadline from September 11.
Place of performance is Atlanta, Georgia. The facility must be Global Federation of Animal Sanctuaries (GFAS) accredited (preferred but not mandatory per final Q&A), fully operational at proposal submission, and provide sole custody and ownership of all animals. The contractor must employ licensed veterinarians experienced with nonhuman primates, maintain species-appropriate habitat and enclosure design, and comply with all federal and state animal welfare standards. The facility must prohibit research, breeding, buying, selling, trading, or selling animal byproducts; direct public contact is prohibited. The contractor shall implement structured social group formation, behavioral rehabilitation, and lifetime care in perpetuity, with animals never transferred except for health reasons. All non-reproductive animals must be sterilized within six months of transfer.
The contract spans four line items: transportation (approximately 5 trips); food and water for 1,848 animal-days during intake (14 days per animal for 132 animals); intake exams, sterilization, and quarantine for 132 animals; and housing, animal care, veterinary care, food, and water for 1,320 animal-years (ten-year care period). Pricing is structured with monthly invoicing for early CLINs and a lump-sum payment for ten-year long-term care upon completion of all transfers. The lump-sum amount remains fixed even if animals die during the ten-year period. Evaluation prioritizes technical factors (facility information, staffing information, animal management and safety plan—equally weighted) and past performance significantly over price. The government reserves the right to conduct discussions with offerors in the competitive range. Award will go to the responsible offeror providing best value.
