About this opportunity

The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate a sole source contract with Plymouth Marine Laboratory for the development of advanced ecosystem models linked to Infinite Volume Community Ocean Modeling (FVCOM) of Lake Erie. The contract period is from September 1, 2023, through August 31, 2024. The contract is based on the requirement that Plymouth Marine Laboratory is the only vendor that can provide these services.

Services to be provided by the contractor:

  1. Development of advanced ecosystem models.
  2. Linking these models to Infinite Volume Community Ocean Modeling (FVCOM) of Lake Erie.
  3. Delivery of an FVCOM-FABMERSEM implementation of Lake Erie.
  4. Simulation of Microcystis blooms in 2018 and 2019 in the west basin during late summer-autumn.
  5. Simulation of summer hypoxia in the central basin.

***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION’S (NOAA) ACQUISITION & GRANTS OFFICE, WESTERN ACQUISITION DIVISION-BOULDER, OCEANIC AND ATMOSPHERIC RESEARCH (OAR) OFFICE, INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH PLYMOUTH MARINE LABORATORY FOR NON-PERSONAL SERVICES TO DEVELOP ADVANCED ECOSYSTEM MODELS LINKED TO INFINITE VOLUME COMMUNITY OCEAN MODELING (FVCOM)  OF LAKE ERIE TO BE PERFORMED FOR OAR, ANN ARBOR, MICHIGAN.

***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA’S REQUIREMENT THAT PLYMOUTH MARINE LABORATORY IS THE ONLY VENDOR THAT CAN PROVIDE THE SERVICES TO DEVELOP ADVANCED ECOSYSTEM MODELS LINKED TO INFINITE VOLUME COMMUNITY OCEAN MODELING (FVCOM) OF LAKE ERIE TO BE PERFORMED FOR OAR, ANN ARBOR, MICHIGAN.

PERIOD OF PERFORMANCE:  09/01/2023 THROUGH 08/31/2024

“This is a basic continuum of the progress they have already made, by delivering an FVCOM-FABMERSEM implementation of Lake Erie that fulfils via simulations the required characteristics (consistent with empirical data) of 1) Microcystis blooms in 2018 and 2019 in the west basin during late summerautumn2) summer hypoxia in the central basin, 3) basin means (eastern, central and western) for nutrients and chlorophyll climatology’s. Simulations will be mass conserving and free of Instabilities.”

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS.
